As an unfortunate side-effect of the process it also decreases the space available for weapons, so think twice before purchasing if you are going to be operating in dangerous areas."
The Cargo Expansion is an outfit that converts some of a ship's available mass into additional cargo space. A typical cargo expansion involves converting fifteen tons of mass into ten tons of cargo capacity. A cargo expansion is a module which is simply bolted into the ship -- it can be removed if the mass capacity is needed.

Cargo Retool turns a Starbridge into a Terrapin
"The cargo retool is similar to the cargo expansion in that it exchanges free mass for cargo space, but instead of adding a module to do it the refitters retool a portion of your weapon space and turn it into cargo space. It gives a better return on your space (12 tons of free mass turns into 10 tons of cargo space), but, unlike the cargo expansion, it is not a reversible procedure. That space will remain cargo space forever."
The Cargo Retool uses less space than a Cargo Expansion, but is permanent.
