"Frandall" is the former head of Federation Intelligence, a defunct intelligence service. In that role, he trained a woman named Melissa, who was his best pupil despite her lack of subtlety in her spywork. She was put in charge of the competing intelligence agency the Bureau of Internal Investigation as its commander "Krane" and the Bureau began to slowly drain the relevance of Frandall's agency. In retaliation, he began to leak information about the Bureau's atrocities to principled leaders in the Federation which indirectly led to the formation of the Rebellion and he joined them as their spy-master.
Mu'Randa believes that Frandall only created the Rebellion when he saw that he would lose his job as a chance to destroy and discredit his rival and reclaim his position as head of Federation Intelligence. This interpretation of spite-motivated ambitions is more acceptable than the truth, which is sinister: Frandall was always the Director of the Bureau, with Krane only ever a commander. He influenced the creation of the Rebellion as a Xanatos' Gambit, viewing both Krane, the Bureau and the Rebellion as being expendable.
As a spy, he makes any persona he adopts his true identity to hide his intentions and history from telepaths among the Vell-os and Mu'hari. He even once had surgical alterations to his face done to prevent Krane from recognizing and revealing him after she was captured by the Rebellion.
Frandall's role as Rebel spy-master is generally known even by people such as Jay, Merrol's dockmaster. However, he prefers to act publicly in the Rebellion using the persona of a lower-ranking member, namely Intel supervisor Geoff Daniels. Mr. Daniels is quite personable, with a mild-mannered charisma. The other Rebel leaders are used to Frandall disappearing without warning for a time, during which attempts to contact him are fruitless.
Should the Rebellion discredit and destroy the Bureau, Frandall will be elected to the Federation council as Councillor Geoff Daniels for the planet Nova, formerly the slum-planet Brass. As a member of the Somta group, he played a key role in enfranchising this planet and improving its economy so that they could even hold elections, but a cynical view holds that it was all for furthering his own political power in a now genuinely democratic system.
Should the Bureau destroy the Rebellion, Frandall would again reclaim his mantle as Director for at least another twenty years before being disposed by an ambitious pilot. With every principled and influential leader in the Federation dead or imprisoned, he would have exerted supreme power over the galaxy as its gray eminence. As a result of being no longer needed, Brass would deteriorate so harshly that even the spaceport bar would close.
