The Kestrel is by definition a powerful warship unaffiliated with any government and also widely used by pirates. For a ship to be comparable to the Kestrel, it must meet those requirements. That's why the Crescent Warship is a Kestrel, but the Thunderforge is not. It's an endgame government ship.
The Kestrel is featured in Naev, Endless Sky and EV Nova. It is exceedingly ugly in all but the last game. However, it features a radically different design in EV Nova. Only Kris Quistorff's Kestrel featured in the rEV graphical overhaul truly does the Kestrel justice.
