The Kestrel is by definition a powerful warship unaffiliated with any government and also widely used by pirates. For a ship to be comparable to the Kestrel, it must meet those requirements. That's why the Crescent Warship is a Kestrel, but the Thunderforge is not. The Thunderforge is an endgame government ship.
The Kestrel is featured in Naev, Endless Sky and EV Nova. However, it features a radically different design in those games. Only Kris Quistorff's Kestrel featured in the rEV graphical overhaul truly does the Kestrel justice.
