The Military Radar Jammer is the high-end in Radar Missile protection.
This system is not available unless you've completed much of the Bureau Storyline, but black-market systems occasionally show up for sale at some of the shadier outfitters.

"This is actually a real Federation Navy Radar Jammer, salvaged from debris after a space battle and restored to nearly its former condition. However, it is highly illegal, but it is far better at confusing incoming missiles than the civilian version available nearly everywhere."
They are not quite as capable as a kosher Military Radar Jammer, but much better than the civilian version available at most outfitters. And the best part is you don't have to annihlate one of the Federation's enemies to qualify. If you purchase one of these 'hot' items, however, don't be surprised if Federation patrol craft take sharp exception to your decision.
