They're probably heavy, expensive, limited and bad. This is your reward for being evil. Turn around and just use Pirate Vipers instead. They have twice as much capacity, fire twice as fast and are probably just as good in combat. Or install JoshTigerHeart's Fighters Relanched to make them less maddingly terrible.
Alright, here's the Viper Bay's one upside compared to the Pirate Viper Bay: Fed Vipers cost half as much.

"A few days is all it takes to convert sections of your ship into a launchbay for Viper fighters. The conversion comes complete with everything you'll need to refuel, re-arm and service a maximum force of four Vipers."
The Viper Bay is a weapon that uses Vipers as ammunition. You must have completed part of the Bureau Storyline to purchase these outfits.
"With the rapid development of space flight, it was inevitable that sports (particularly racing) would come to fruition sooner rather than later. Power Sled racing stood up to the challenge. A few intrepid hot-rodders noticed that one particular sled, the Viper, took very well to a bit of extra weight in the form of armor and armament. With a little engine tweaking, these modified Vipers, designated F-23, were selected by the Federation as the mainstay of their fighter wings."
